What is the ruling on a husband saying to his wife: "Everything is over, and may God protect you," while denying the intention of divorce?

A husband's statement to his wife, "Everything is over," is one of the ambiguous divorce pronouncements (kinayat al-talaq) that does not constitute a divorce unless the husband intends it. Divorce is in the hand of the husband. If the spouses disagree about the intention, then the husband's statement is to be accepted because he knows his own intention best.
