What is the ruling of Islamic law concerning a wife who repeatedly commits major sins (such as theft)? Should her husband divorce her, or what?

Theft is a major sin. The son must admonish his wife, warn her, and command her to repent. The conditions of repentance are: abstaining from the sin, regretting it, and resolving never to return to it. Part of its completeness is returning the stolen goods to their owners. If she repents, it is better not to divorce her. However, if she continues to steal, it is better for him to leave her. This is if it was actual theft. But if she took from her husband's money to meet her needs due to his shortcomings, then she is not a thief, and he must provide her with her sufficiency.
