What is the ruling of Islamic law on one who performs Ruqyah on an envied person using verses from the Quran in an order not mentioned in the Sunnah, and then claims to see the envious person and identify their identity and relation to the envied person during the Ruqyah?

The claim by the Raqi (exorcist/healer) that he sees a person during the recitation, identifies their relation to the envied one, and states that they were the one who envied them, is evidence that he is a charlatan dealing with jinn and devils, and causes the severing of kinship ties. One must stay away from such individuals.
