What are the duties and rights of each of the Imam, the congregant, and the Qayyim (mosque administrator), in light of recurring problems from some congregants, such as turning off the air conditioning or turning on fans and opening windows without permission, not waiting for the appointed Imam, and constant disturbance while awaiting prayer time?

Mosques are the houses of Allah, and they must be revered, their sanctity preserved, and protected from clamor, dispute, and disturbance.

A Muslim must observe proper etiquette in the houses of Allah, and not overstep the authority of the Imam or the Muezzin. They should discuss any observations with them.

The Imam must consider the circumstances of the congregants and not cause them hardship by delaying or prolonging the prayer, but rather lighten it for them, following the example of the Prophet (peace be upon him).
