Is it permissible to suffice with cleaning the site of impurity, sprinkling water on the clothes, and performing ablution and prayer at the university, knowing that changing clothes for each prayer is not possible, or must the prayer be delayed until returning home?

If you are not certain that something has exited, the default assumption is that it has not, and certainty is not dispelled by doubt. If you are certain that drops of urine have exited, then wash the area, perform istinja' (ritual cleansing), and make wudu' (ablution).

If the excretion of urine is continuous, then perform wudu' after the time for prayer begins and pray, as you are considered to be afflicted with سلس (urinary incontinence). Your going to university does not invalidate your purity, and you may delay the prayer until you return home, as long as its time has not expired.

Vaginal discharge is pure but nullifies wudu'. Whoever is afflicted with continuous discharge should perform wudu' for each prayer after its time has begun, and the discharge exiting after wudu' does not harm her as long as the prayer time has not expired.
