Is it sufficient to wipe the body with a cloth or the like to purify it if urine has touched it, based on Ibn Taymiyyah's saying that impurity, whenever it is removed by any means, its ruling is removed?

The majority of scholars hold that impurity is not cleansed except by pure, purifying water. Some, like Abu Hanifa, and in one narration from Ahmad which Ibn Taymiyyah preferred, maintained that it can be purified by any pure liquid that removes it, such as vinegar. Ibn Taymiyyah also believed that if a defiled object would be harmed by washing, such as silk or paper, it is permissible to wipe it. Consequently, wiping with a cloth or a handkerchief does not purify an impurity according to him, unless the defiled object would be harmed by washing or if it is a smooth, polished surface.
