Should Muslims residing in Italy, whose fasting hours reach 18 hours and 38 minutes due to the long daylight, be given special treatment to alleviate their burden, especially since their work is arduous and other Islamic countries adjust the clock to ease conditions for their citizens, or is compassion for Muslims restricted to Islamic countries?

Allah Almighty legislated fasting to discipline people and achieve piety, not to torment them. The length of daylight hours or work does not initially permit breaking the fast. Fasting is obligatory from the dawn of Fajr until sunset. If someone begins to fast and finds it an unbearable hardship to continue, they are permitted to break their fast during the day. However, it is not permissible to break the fast initially.
