Is it permissible for a man to order his wife to go out at prayer time, which delays her prayer without the time for it expiring?

If the wife's going out does not delay the prayer beyond its preferred time, then there is no harm in the husband's ordering her to go out for a permissible purpose. However, if going out results in delaying the prayer until its necessary time, then it is not permissible for the husband to order her to do so, nor is it permissible for her to obey him; for there is no obedience to a creature in disobedience to the Creator, unless her not going out would lead to a legally recognized harm, in which case she would be excused and permitted to delay the prayer until the necessary time.
