What is the interpretation of the verse: "For every nation there is a term allotted"?

Every nation has a predetermined term during which their punishment descends or Allah causes them to die. When their term comes, they cannot delay it by an hour nor advance it. Scholars have used this verse as evidence that every deceased person dies at their appointed time, even if their death was by murder. The murderer is killed for his transgression, not for the death of the victim, and this is to prevent corruption.
