Is the issue of ruling by other than what Allah has revealed among the issues that necessitate boycotting and deeming the transgressor an innovator, or is it among the reputable matters of disagreement that do not cause one to be deemed a disbeliever or an innovator?

The Sharia commanded unity and forbade division, as stated in the Almighty's saying: {And hold fast, all of you together, to the Rope of Allah, and be not divided} and His saying: {And be not like those who divided and differed after clear proofs came to them}. The Prophet, peace and blessings be upon him, informed us that reconciling disputes is better than the rank of fasting, prayer, and charity, and that the corruption of ties "shaves away" religion. In case of disagreement, one must refer to the Quran and Sunnah, as per the Almighty's saying: {And if you disagree over anything, refer it to Allah and the Messenger}. Therefore, it is not befitting for disagreements between brothers to lead to separation. Rather, they should resort to the Quran and Sunnah, discuss with impartiality, and observe the etiquette of disagreement and good manners. It is not characteristic of Ahl al-Sunnah wal-Jama'ah to declare one another disbelievers (takfir), or wicked (tafsiq), or innovators (tabdi'), for this is the way of the people of innovation and distracts from the ultimate goal, which is calling to Allah.
