What is the ruling on the cowardly official who implicates workers under his care and harms them to save himself from unions, and may make decisions against the administration's interest?

It is not permissible to harm people, and harming believers and the righteous is even more forbidden, in accordance with His, the Almighty's, saying: (And those who annoy believing men and believing women undeservedly, bear on themselves the crime of slander and plain sin.) The rights of people related to the oppressor will be taken from his good deeds on the Day of Resurrection, as stated in the Prophet's hadith, peace and blessings be upon him, to one who complained about the betrayal of his two servants: "It will be reckoned what they betrayed you, disobeyed you, and lied to you, and your punishment of them. If your punishment of them was commensurate with their sins, it will be an equal exchange, neither for you nor against you. If your punishment of them was less than their sins, it will be a favor for you. If your punishment of them was more than their sins, then the excess will be exacted from you for them. Have you not read the Book of Allah: (And We shall set up balances of justice on the Day of Resurrection, then none will be dealt with unjustly in anything. And if there be [no more than] the weight of a mustard seed, We will bring it forth. And sufficient are We as reckoners)." Therefore, the one who harms others must stop doing so, because the consequence of that will be severe on the Day of Resurrection.
