Is it permissible to use something resembling a "diaper" under the ihram for someone who suffers from involuntary urinary leakage, in order to ensure the validity of tawaf and prayer?

If wearing a diaper during Hajj or 'Umrah is necessary, there is no harm in it, and it may even be obligatory to preserve the sanctity of the holy places. However, whoever wears it must pay a fidyah (expiatory ransom) because it is among the prohibitions of ihram, and by analogy with what is mentioned in the Quran regarding the fidyah for those who need to cover their head or wear sewn clothes due to an excuse.
