What is the ruling on adornment in Islam, what are its controls, for whom does a woman adorn herself, and is the beauty of form more paramount or the beauty of the soul?

The beauty of the inner self is more deserving and important to the believing woman, for the garment of piety is better than the physical garment, and it is the beauty of the heart and soul. Nevertheless, this does not mean that the believing woman does not care about her adornment. Allah has permitted adornment and beautification for women, but with controls that preserve her dignity, such as prohibiting the display of adornment to non-mahram men.
