What is the ruling on cleaning thick eyebrows, knowing that the intention is cleaning and not shaping them, and is it true that it is not permissible to touch them regardless of their appearance?

Cleaning thick eyebrows by removing some of their hair is plucking (namṣ), which the Messenger of Allah, peace and blessings be upon him, cursed the one who does it and the one for whom it is done. However, scholars have permitted removing some eyebrow hair in two cases: necessity for treatment, or if the hair is excessively abundant to a harmful or disfiguring degree.
