What is the ruling on the continuous qunūt in Fajr prayer and the congregational recitation of Sūrat al-‘Aṣr after the prayer, considering it an emphasized Sunnah?

Reciting Qunut in Fajr prayer is recommended in the Maliki and Shafi'i schools of thought. It is also recommended for the congregant (ma'mum) to follow his Imam in it, whether a calamity has befallen or not. As for reciting Surat al-Asr in congregation after the prayer, there is no basis for it in the Sunnah.
