What is the ruling on qunūt in the dawn prayer, and does the prayer become invalid because of it, based on the statement of Ibn al-Qayyim, a statement attributed to the Salaf, and in obedience to the command of the competent authorities?

No statement has been found from Ibn al-Qayyim invalidating the Fajr prayer with Qunut. Rather, in "Zad al-Ma'ad," he mentioned that the continuous practice of Qunut in Fajr was not part of the Prophet's guidance (peace be upon him), though he did not consider it an innovation. It is authentically established that Qunut in Fajr was performed by the Prophet (peace be upon him) and some Companions and Tabi'in. Many scholars, such as those who follow the Maliki and Shafi'i schools of thought, consider its practice permissible. Therefore, the performance and non-performance of Qunut in Fajr are both established. One who performs it is not considered an innovator, and their action is not considered obedience to other than Allah the Almighty, because it is legislated.
