What is the ruling on the Qunut in the Fajr prayer, and should the Qunut be observed continuously in the Fajr prayer?

Qunut in the Fajr prayer is the position of the Shafi’i and Maliki schools of thought, who base their argument on the hadith of Anas (may Allah be pleased with him) that the Prophet (peace be upon him) continued to perform qunut in Fajr until he departed from this world. Some scholars have authenticated this hadith. Therefore, no one should criticize the people of a country who are accustomed to performing qunut in the Fajr prayer, nor should the people of a country who are accustomed to not performing qunut be required to do so.
