Using eye and ear drops does not break the fast, and this is the opinion adopted by the Islamic Fiqh Academy and a number of scholars like Ibn Baz and Al-Uthaymeen. If the fasting person tastes the drops in their throat, then making up the fast is more precautionary but not obligatory, because they are not passages for food and drink. As for nasal drops, they are not permissible because the nose is a passage.
