Why did Surat Al Imran come in the Mushaf after Surat Al-Baqarah, even though its order of revelation was after Surat Al-Anfal?

The order of the chapters (Surahs) and verses (Ayat) of the Quran was not arranged according to the order of revelation, but rather for a wisdom known to Allah. There is disagreement whether the arrangement of the Mushaf (codex) was by divine instruction (tawqifi) or an independent effort (ijtihad) by the Companions. The majority opinion is that it was an ijtihad by the Companions, which they inferred from the Prophet’s (peace be upon him) recitation and his mention of some Surahs in a specific order.
