Why do those who consider photography forbidden appear on television to issue a fatwa to that effect, knowing that the end does not justify the means?

Many scholars do not consider taking pictures with a television to be forbidden, as long as it does not involve the uncovering of 'awrah (private parts) or similar acts. In their view, it is akin to a mirror reflecting a person's image, and the Prophet, peace and blessings be upon him, used to look in a mirror.
