Is it permissible for a girl whose father usually rejects her suitors to ask someone she knows (and finds completely unsuitable) to propose to her again with a legitimate (Shar’i) intention?

If a father prevents his daughter from marrying a suitable suitor whom she has accepted, without a valid reason, she has the right to refer the matter to the judge so that he may marry her or order her guardian to do so. It is permissible for a woman to offer herself for marriage, within specific guidelines and manners. She must be careful to choose a righteous suitor and not be hasty, because marriage is a solemn covenant and a perpetual contract that requires deliberation and caution. She has the right to withdraw from a suitor if she dislikes him.
