What is the ruling on multiplying Friday prayers in a certain country without need, where they are held in numerous mosques and only a few worshippers suffice?

According to the majority of jurists, it is not permissible to hold more than one Friday prayer in a single town, except out of necessity, such as a mosque being too small. This is because the Prophet (peace be upon him) and the Caliphs did not do so. However, the Hanafis permit it absolutely.
If multiple Friday prayers are held without need, the valid one is that which the Imam has authorized. If the Imam does not care or does not specify the mosques, then the valid one is the Friday prayer that begins first with the takbirat al-ihram. If both begin at the same time, both are invalid.
