Are the symptoms mentioned those of the evil eye, or do they necessitate a visit to a psychiatrist?

The evil eye is real and has an effect, and its treatment through legitimate Ruqyah is prescribed. There is no harm for a Muslim to perform Ruqyah on themselves or have someone else perform it on them. The benefit of reciting Ruqyah is greatly enhanced when done over Zamzam water. It is recommended to make abundant supplications, ask Allah for well-being, give charity, and diligently observe the prescribed remembrance (dhikr), especially the morning and evening remembrances and the Al-Mu'awwidhat (Surahs Al-Falaq and An-Nas), while adhering to the obligatory duties and avoiding sins. There is no harm in consulting specialists in psychotherapy and medical treatment.
