Is Handhalah ibn Safwan a prophet? Is his mention authentically sourced? And is he the prophet of the People of Al-Rass?

Some historians and exegetes, such as Ibn Asakir, Al-Suhayli, Al-Tha'labi, and Al-Baghawi, mentioned the existence of a prophet named Hanẓalah ibn Ṣafwan, who was sent to the People of Ar-Rass. However, Ibn Kathir weakened this view due to the absence of a prophet between 'Isa (Jesus) and Muhammad (peace be upon them both), and due to His (Allah’s) saying: ﴿لِتُنْذِرَ قَوْمًا مَا أَتَاهُمْ مِنْ نَذِيرٍ مِنْ قَبْلِكَ﴾ (That you may warn a people to whom no warner has come before you). He affirmed that no prophet was sent among the Arabs after Isma'il (Ishmael) except Muhammad (peace be upon him), and that these individuals might have been righteous people. Furthermore, the Permanent Committee for Scholarly Research and Ifta’ denied the existence of any evidence to prove this, and therefore, the existence of a prophet by this name has not been established.
