Is Uzair, who is mentioned in the Qur’an, a prophet or a righteous man, and is it permissible to call him “Prophet of Allah Uzair”?

The prevalent view is that Ezra was not a prophet, but rather a scholar among the Jewish scholars who restored the Torah's law after it was lost. Allah enabled him to memorize the Torah, and when the buried Torah was found to match what he had taught, some Jews claimed he was the son of Allah.
