The answer

There is no harm for a pilgrim in a state of who suffers from urinary incontinence to protect himself from urine by blocking the opening with an adhesive patch or similar, as long as it does not result in harm, and there is no (expiation) due for this. However, it is more cautious not to wrap the adhesive patch around his private part, and to suffice with placing it only over the opening; this is because some scholars are of the opinion that wrapping something around a private part falls under the prohibitions of ihram and necessitates fidyah.
