Music is forbidden due to the general proofs of its prohibition. However, if it is possible to control it, such as muting the sound on the television and radio, and changing mobile phone ringtones, then its use is permissible to alleviate hardship for the Ummah. But if it is impossible to control it—as in some children's toys—then its use is not permissible, and there are permissible alternatives that suffice. A Muslim should know that the path of adhering to the Sharia is fraught with trials and purifications.
