What is the ruling on one who does not support the oppressed Muslims in countries like Libya, Syria, and Yemen, given the violation of their sanctity, the shedding of their blood, the assault on their honor, and the killing of their children? And does the failure to support them contradict the statement that "the killing of a believer in the sight of Allah, the Exalted, is greater than the demolition of the Kaaba"?

A Muslim must support his Muslim brother, whether the latter is an oppressor or oppressed. Supporting him as an oppressor means preventing him from committing oppression, and supporting him as oppressed means repelling oppression from him. Prophetic traditions have affirmed this meaning, such as: "A Muslim is the brother of a Muslim; he neither wrongs him nor abandons him," and "Whoever fulfills the need of his brother, Allah will fulfill his need." Furthermore, abandoning a Muslim leads to Allah abandoning the one who abandons, whereas supporting a Muslim leads to Allah supporting the one who supports. Sheikh al-Islam Ibn Taymiyyah affirmed that supporting individual Muslims is obligatory.
