What is the ruling on delaying the Sunan al-Fitra, such as shaving the pubic hair (al-istihdad) and plucking the armpit hair, out of dislike for harm, and what is the wisdom behind their legislation?

Removing pubic and armpit hair and trimming nails are among the practices of fitra (innate disposition) that should not be left for more than forty days, and it is preferable to do them every week. If shaving or plucking is difficult, one may resort to trimming or using hair removal creams, as the intention is cleanliness. If there is severe pain that prevents removal, then the matter is beyond one's capacity. If the hair grows long and accumulates dirt that prevents water from reaching the skin, then ghusl (ritual bath) is not valid unless it is removed. The practices of fitra are legislated for the benefit and cleanliness of humankind. Ibn Hajar mentioned that the wisdom behind plucking armpit hair is to reduce unpleasant odor.
