A poor woman who finds sufficient food without meat can be given zakat to buy another jilbab and similar items, because a jilbab is a basic necessity, and a woman needs more than one, as one garment is usually not enough. Furthermore, her inability to find work despite her capacity to earn does not remove the description of poverty from her. It is permissible to transfer zakat to another country for a benefit, but it is not permissible to delay its disbursement until returning to Morocco. As for giving zakat to one who abandons prayer, if it is known that he does not pray, then he has a different ruling, but the default for Muslims is prayer, and it is not obligatory to investigate otherwise.
