The question

Is there any religious accountability for reducing the frequency of completing the Quran in Qiyam al-Layl from once every ten days to once a month? And is completing the Quran monthly in Qiyam sufficient for the one doing so to be considered among those of whom it is said, "They used to sleep but little of the night"? And is it legislated to exert extra effort in Ramadan and the first ten days of Dhul-Hijjah by prolonging Qiyam and recitation, and completing the Quran every ten days? And how can one reconcile the religious urging for exertion in Qiyam with the Prophet's (PBUH) urging for moderation in obedience and perseverance in performing a little?

The answer

1. There is no harm in completing the recitation of the Quran every month; rather, it is a good deed as long as you maintain it, and if you increase it, that is even better.

2. There are two interpretations for the verse (كانوا قليلاً من الليل ما يهجعون - "They used to sleep but little of the night"): The first is that "ma" (ما) is negative, meaning they slept only a little or their nights were not devoid of prayer. The second is that "ma" (ما) is a مصدرية (masdariyya - a source particle), meaning they slept little.

3. It is recommended to exert more effort in worship during Ramadan and the first ten days of Dhul-Hijjah than at other times.

4. The reconciliation between the encouragement for exertion and the command for moderation is that exertion is مطلوب (desirable/required) to the extent that it can be sustained, for "a little that is continuous is better than a lot that is cut off."
