What is the Islamic legal ruling regarding my mother being afflicted by the evil eye, and what should we do about it? Can a person perform Ruqyah on themselves, or can a family member perform it on her? Can a person perform Ruqyah on themselves merely based on suspicion of being afflicted by the evil eye or possession, or is certainty required? What does one feel during Ruqyah? What are the morning and evening supplications specific to Ruqyah? Are Al-Fatihah, Al-Mu'awwidhatayn (Surahs Al-Falaq and An-Nas), and Ayatul-Kursi sufficient for Ruqyah, or are other verses from Surahs Al-Baqarah, Taha, Al-Mu'minun, Al-An'am, and Al-A'raf also necessary? How is Ruqyah performed using the Beautiful Names of Allah?

It is permissible for a Muslim to perform ruqyah on themselves or to have a family member perform it on them. Ruqyah is also permissible as a preventative measure, even without an affliction. Evidence for this includes the Prophet's (peace be upon him) command to Uthman ibn Abi al-Aas when he complained of pain in his body, to place his hand on the painful area and say "Bismillah (in the name of Allah)" three times, then "A'udhu billahi wa qudratihi min sharri ma ajidu wa uhadhir (I seek refuge in Allah and His power from the evil of what I find and what I fear)" seven times. Ruqyah with Surah Al-Fatihah is also permissible, and it is allowed to add other verses or recite the Beautiful Names of Allah and supplicate with them for healing. It is preferable to recite the morning and evening remembrances from "Hisn al-Muslim" or "Al-Adhkar al-Nawawiyyah".
