Is it permissible to supplicate against someone whom you suspect might afflict you with the evil eye, knowing that the evil eye is real, and feeling a weakness in your protective recitations?

It is permissible to supplicate against someone whom you are certain has afflicted you with the evil eye unjustly. However, it is better to ask them to perform ablution (for you), to recite Ruqyah upon yourself, and to forgive them.
