Is it permissible to donate a Qur'an, obtained for free from the Ministry of Endowments, as an ongoing charity (Sadaqah Jariyah)?

It is permissible to make an endowment (waqf) of a Mus'haf (copy of the Qur'an) if it was acquired through a legitimate means, such as a gift. It is permissible to endow it to a specific person, a group of people, a particular mosque, or for general recitation. The endowment of Mus'hafs is permissible according to the majority of jurists from the four madhhabs and others. Ibn Muflih mentioned in "Al-Furu'" that "Al-Wasilah" stated that it is valid to endow a Mus'haf with a single recitation (riwayah). It is stated in "Fath al-Qadir" that Al-Khulasah permits endowing a Mus'haf for the people of a mosque to recite the Qur'an if their number is known, just as it is permissible to endow it for a mosque to be recited therein and elsewhere. It is mentioned in "Tuhfat al-Muhtaj" that among the charities that benefit the deceased is the endowment of a Mus'haf. The statements of the al-Malikiyyah also indicate the permissibility of endowing a Mus'haf.
