Is it obligatory for one individual from each family to memorize the entire Qur’an, given that memorizing the Qur’an is a communal obligation (fard kifaya)?

Memorizing the Noble Qur’an is a communal obligation (fard kifayah). If some members of the community undertake it, the obligation falls away from the rest. It is not an individual obligation for every person or from every family. Scholars have stated that memorizing the Qur’an is a communal obligation upon the Ummah to ensure that its transmitted number (mutawatir) does not cease, and to protect it from alteration and distortion. Although it is a communal obligation, memorizing it is a personal sunnah (sunnah ainiyah) for whoever is able, and it is better than voluntary acts of worship (tanawwul). Many legal texts have been reported that encourage memorizing the Qur’an and explain its virtues and the status of its people. Among these are the words of the Prophet, peace and blessings be upon him: "The best among you are those who learn the Qur’an and teach it," and his saying: "The people of the Qur’an are the people of Allah and His special ones," and his saying: "It will be said to the companion of the Qur’an: 'Recite, ascend, and recite distinctly as you used to recite distinctly in the world, for your station will be at the last verse you recite.'"
