Is it possible to make up missed prayers and perform Tarawih prayers in Ramadan, despite being unable to fast due to health reasons?

Observing Tarawih prayer is recommended whether one is fasting or not, because performing qiyam (night prayer) in Ramadan is a cause for the forgiveness of sins, as the Prophet, peace and blessings be upon him, said: "Whoever stands (in prayer) during Ramadan with faith and seeking his reward from Allah, will have his past sins forgiven." It is permissible for someone who has missed prayers to pray Tarawih and then make up the missed prayers afterwards. Ibn al-Salah mentioned that if one intends to pray Tarawih as a make-up for missed obligatory prayers, they will gain the virtue of performing obligatory duties, but not the specific virtue of qiyam (night prayer) in Ramadan. If a servant misses fasting due to illness or travel, they will be rewarded, Allah willing, and it will be recorded for them as if they were performing their actions in good health and residence, provided their intention was to continue in obedience had it not been for the impediment.
