Is saying "I am bewitched" a sin, even with manifest symptoms of witchcraft?

If you are actually afflicted by magic (sihr), then it is permissible for you to state that, especially to someone whose help you seek in undoing the magic. However, if you are not afflicted by magic, it is not permissible for you to say so, because it is a lie. Furthermore, it is not permissible to accuse anyone of performing magic except with clear evidence or proof, because accusing believers unjustly is a grave sin.
