What is the ruling on lip liner and permanent makeup tattoos?

There is no harm in reddening or coloring the lips with any color, unless it is through the forbidden tattooing, which is one of the major sins, due to the saying of the Prophet, peace and blessings be upon him: "Allah has cursed the one who does tattoos and the one for whom they are done, and the one who plucks eyebrows and the one for whom they are plucked, and those who widen gaps between their teeth for beauty, altering the creation of Allah." So, if what is called "tattoo" is done through tattooing, then it is forbidden, but if it is done without tattooing, then it is permissible.
