What is the ruling on the work of a painter who draws people, is not skilled in anything else, and has no other source of livelihood?

It is forbidden to draw living beings if the drawing is complete, due to the Prophet's (peace and blessings be upon him) saying: "Every maker of images will be in the Fire, and for every image he made, a soul will be created for it, which will punish him in Hell." However, drawing is permissible if it is incomplete in a way that the living being could not possibly live, such as missing the head or half of the body.
