Is it permissible to say that God swore twice that with hardship comes ease?

The noble verse: ﴿فَإِنَّ مَعَ الْعُسْرِ يُسْرًا﴾ (For indeed, with hardship [will be] ease) does not contain an oath. Rather, it is a statement affirmed by "inna" (indeed), and the letter "fa" (so/then) is not a particle of oath. The second verse: ﴿إِنَّ مَعَ الْعُسْرِ يُسْرًا﴾ (Indeed, with hardship [will be] ease) is a confirmation of the first verse. Therefore, it is impermissible to say that Allah swore an oath in this verse.
