Is it permissible to deal with the mandatory health insurance contract for residency and obtaining a visa in a non-Islamic country, out of necessity to study an engineering specialization unavailable in Islamic countries?

Residing in non-Muslim lands varies in permissibility depending on the circumstances of the residents. It is forbidden for those who fear temptation (fitna), but permissible for those who are secure from it. Among the justifications for residence is studying a specialization not available in Muslim countries, provided that the student possesses knowledge to refute misconceptions and uprightness to prevent falling into forbidden acts. If travel is permissible, then there is no sin upon the traveler if he is compelled to pay for forbidden insurance; rather, the sin falls upon the one who compelled him.
