What is the ruling on establishing an Islamic state, and how is it to be established?

Muslims must establish an Islamic state to implement God's law and establish justice, and every Muslim is obligated to strive for its establishment to the best of their ability. As for the means of establishing an Islamic state, they vary depending on time, place, and people. The most important of these now are calling to God with wisdom and good counsel, spreading Islamic awareness, and clarifying the virtues of the Islamic religion and humanity's need for an Islamic state that achieves justice and removes oppression. Humanity will not find salvation except by entering under the shade of the desired Islamic state. If everyone fulfills their responsibilities with sincerity and devotion, along with unifying their word and coordinating efforts, a strong base will be formed that will impose its will, with God's permission.
