What should one do who has been defrauded of all the money allocated for his mahr (dowry) and wishes to marry, but possesses only his salary, and finds it difficult to gather the mahr again?

A Muslim can marry and defer all or part of the mahr (dowry), and he should not marry those who exaggerate in their mahr. There are many women whose guardians are lenient in this regard. Young people should rely on Allah and have a good opinion of Him, and not despair of His mercy, for the married person who desires chastity has a right for Allah to aid him. If desire intensifies and a Muslim is unable to marry, he should fast, for it is a shield for him. He should ask Allah to grant him a righteous wife and hasten his chastity, and he should seek out times when supplications are answered. He should thank Allah for His blessings, such as housing and a monthly income, and he should look at those who are beneath him to appreciate Allah's blessings.
