Are the memorizers of the Book of Allah and those certified in the recitations sinful if they are delayed from leading the prayer or rely on a substitute in university housing where there is no permanent imam, and what is the solution for someone whom they put forward to lead the prayer when he is not proficient in Tajweed and has memorized little?

If a person does not step forward when someone more qualified than him is present for the Imamate or the Adhan, there is no sin upon him; rather, he will be rewarded. A pleasant voice is recommended for the Adhan but is not a condition. Whoever has deficiencies in Tajwid must strive to learn and improve. As for the huffaz (those who have memorized the Quran) who hold back out of fear of responsibility, they should not do so, even though they are not sinful because they are volunteers.
