What is the minimum sufficient extent for the condition of submission to be met, as one of the conditions of "Lā ilāha illā Allāh"? And does one violate this condition if they abandon seeking judgment and recourse to Allah and His Messenger, and reject the Muslim's methodology of following the Book and the Sunnah? Likewise, is it violated by one who is negligent in their duties?

Submission, surrender, and obedience to the rulings of Sharia are fundamental conditions for faith, and this is an action of the heart upon which the actions of the limbs are based. As for shortcomings in the actions of the limbs, this is not considered an act of disbelief that expels one from the fold of Islam according to Ahl al-Sunnah wa al-Jama'ah (the People of the Sunnah and the Community); rather, it is a deficiency in obligatory faith and an act of disobedience (fisq).

The intended meaning of "obedience" (inqiyad), the loss of which is considered disbelief (kufr), is submission to the essence of the religion and believing in its correctness and superiority. This is in contrast to someone who believes that the law of Allah is not the best, or is equal to other laws, or is not suitable for the present age. As for someone who is negligent in performing obligations while acknowledging them and submitting to them in his heart, he is deficient in obligatory faith, but not a disbeliever.

Examples of lacking the condition of obedience include: abandoning judgment by the law of Allah while believing that man-made laws are better than it, or equal to it, or that it is permissible to seek judgment by them. As for the disbelief of refusal and arrogance, it occurs when one knows the truth and believes in it, but refuses to submit to one of Allah's commands out of arrogance. An example of this is the disbelief of Iblis.
