The answer

It is recommended to offer condolences and pray for forgiveness and mercy for the deceased who was a sinner, such as someone who died by suicide, or consumed intoxicants, or was killed as a retribution (qisas). Such a person should be washed (ghusl) and prayed over (salat al-janazah), but prominent Muslims should not lead the prayer for them. As for someone who died unjustly due to another's aggression, if they were Muslim, prayers should be offered for them, supplications made, and condolences extended to their family.
