And what is the ruling on advising everyone whose phone ringtone is music, taking into account the difficulty of doing so?

The statement that congregational prayer in the mosque is not obligatory is the opinion of many jurists, so there is no harm or denunciation for those who follow them. However, one should gently remind them of the virtue of congregational prayer in the mosque, due to the merits and rewards it contains. As for denouncing widespread evils such as immodest display (tabarruj) and musical tones, the principle is the obligation to denounce gently and wisely. However, Allah does not burden His servants with more than they can bear. A Muslim should denounce according to his ability and capacity, and if he fears harm, he is not obliged to denounce.
