It is not permissible for a Muslim to shake hands with a non-mahram woman, whether by hand or cheek, nor to touch her body, whether it be in Ramadan or otherwise. This is based on the Prophet's (peace and blessings be upon him) saying: "For one of you to be stabbed in the head with an iron needle is better for him than to touch a woman who is not permissible for him." And Ramadan is of greater sanctity, and what occurs therein is of more severe sin.
