Is it permissible to touch or kiss one's sister or mother in Ramadan while fasting?

It is permissible for a man to touch his mother, sister, or any other unmarriageable female relative (mahram) during Ramadan or at any other time, as long as he does not fear arousal from doing so. The same applies to kissing, though the scope for it is narrower. As for kissing one's wife, that has been discussed previously.
