What is the ruling on inheriting rain-fed agricultural lands located outside the organizational boundaries in the Hama Governorate of Syria?

If the land belonged to the deceased and was not state-owned (amiri land), then it transfers to the heirs and is divided among them according to Islamic law, either by portions or by value. If equal division is difficult, it can be divided by mutual agreement with compensation for the affected party, or it can be utilized and its produce shared, or it can be sold and its value distributed among the heirs.

If the land was "mawat" (dead land), there are two cases: 1. If the deceased revived it before their death: it becomes their property through revival and transfers to their heirs. 2. If the deceased merely claimed possession of it by marking its boundaries (tahjir) without reviving it: the right to revive it transfers to the heir. If the heir revives it, it becomes their property.
